Project Outline

Supporting Network Rail’s safety vision of ‘Everyone Home Safe Everyday’, Mercury3 Consult were engaged to work with the client team to help deliver elements within the 21st Century Operations portfolio. This portfolio aimed to bring focus back to operations and put it at the heart of the rail industry. As passenger, public and employee safety is paramount to Network Rail, so too for Mercury3 Consult, as we worked on this programme to deliver exceptional results for our client and ultimately, all users of the rail network.

Key focus areas of the 21st Century Operations programme included Signaller Competence, Training and Development.

Success in these areas would ensure the most effective management processes are in place, the right people in role and the most valuable training is delivered. This in turn, mitigates safety risks and helps attract operational talent that are committed to the vision of the business.

Our Service

Collated, reviewed and analysed signaller safety incident data from 2019 to 2021. This data was then utilised to provide recommendations to mitigate or prevent adverse events from occurring; and risk control measures to address the immediate, underlying and root causes of the incidents.

Developed and carried out a competence survey. This was an opportunity for operational colleagues to share their views on the current competence process. The outputs of this work were analysed and used to inform next steps in Network Rail’s competency development strategy.

Undertook a difficulty scoring exercise for each of the competency elements of the 11 Signaller Operations Units within Network Rail’s devolved regions. This provided a focus for signaller training delivery and associated supporting training materials.

Key Achievements

Effective collaboration with each of the devolved regions to ensure lessons learnt and signaller feedback was shared and outputs could be implemented across the whole business.

All deliverables were successfully delivered to schedule and under budget.
